Can't find Plugin Manager on Lightroom Classic macOS Sonoma

Ok, this is extremely annoying, but I'm trying to install Negative Lab Pro into my LightRoom Classic, but this is not under the "file" tab, here a screenshot of all I see under there:

Anyway, I can't do anything but wait until somebody can help me with my question, Adobe products have always been a pain for how complicated they are to use. 
Any insights are welcome!

I don't have NLP but commenting on your screen-clip:  You are in a photo Import dialog! You will not see File menu options in this mode. (In my Windows-11 ALL the menu items are inactive when Importing photos).

Cancel the Import, then check File menu for Plugin Manager.
