There are two alternatives.

The first is, if  Lightroom is running to click on "File" - "New Catalog...".

The second is to press and hold the Alt key (Option key on a Mac), then launch Lightroom. Keep the Option key pressed until a dialog appears. In the dialog click on "Create a New Catalog".

Lightroom Classic always has a catalog open when it runs. It cannot run without one, so when you start Lightroom Classic for the first time, it will create a catalog right there and then. So the question is: do you have a reason to want to create a new catalog, or didn't you realise that Lightroom Classic already did create a catalog and that you are looking at it when you run Lightroom Classic?
