Conflicted happens when your catalog or photos are stored in a folder that is synced with some cloud storage (DropBox, OneDrive, etc.) For best usage of Lightroom Classic, photos and catalog file should not be in this type of folder; they must be in a folder that is not synced with cloud storage.
