I have installed and working LR classic 13.2. The Creative Cloud app lists 13.3.1 as available update but is not compatible with my device. I have called Adobe several times each time getting different advice. My hardware is not the problem. My version of windows 10 is now (according to microsoft) the latest: (Version 22H2) build 19045 4529. The last Adobe persion I talked to said I needed build 19090 but I don't know how to get it. Another Adobe person said I must upgrade to windows 11. Please let me know if you have updated to the latest LR Classic version on WIn 10 and if so what is your build # for the OS.

This could be less about your OS and more about your equipment.
Make sure your computer meets the minimum CPU, Memory & GPU requirements.

Will that bit of advise is absolutely BolderDash. No such thing, as can bee seen in this bit of Windows 10 version history:
And as stated by others, the LrC system requirementss calls for version 22H2 (if Windows 10) (that would be build 10045):
As you have a working LrC v13.2, I question what might be the issue, I do not remember any system requirement changes that would cause this. Oh your GPU may or may not have issues, but that would be with AI masking, AI DeNoise, etc., not with install (but then, what is your GPU and GPU driver?)

Please post your System Information as Lightroom Classic (LrC) reports it. In LrC click on Help, then System Info, then Copy. Paste that information into a reply. Please present all information from first line down to and including Plug-in Info. Info after Plug-in info can be cut out as that is just so much dead space to us non-Techs and it takes up vast amounts of scroll space making the reply less readable and less likely that others will bother with your post.

It seems the problem was that my GPU driver was out of date by Adobe standards but Windows viewed what I had as the appropriate driver. i found a newer one on the NVIDIA site and installed it. Creative Cloud app still indicated that my updates to LR and PS were incompatible so I turned off my PC. Later when I turned it on and left if for a while I had the surprising message that my apps had all been updated. So thanks to all for suggestions.

For future people with that problem, I had that twice in my computer for the last two updates in Lightroom Classic and it was solved by just reinstalling Adobe Creative Cloud in my PC. I'm sharing that as an alternative in case the other solutions here looks to complex or doesn`t work for someone. Hope that helps!

Okay, again, THANK YOU!!!
Last week I followed a recommended process of unistalling all my apps, then unistalling the creative cloud app via the uninistaller app that I had to search the Abobe website for, then run the creative cloud cache cleaner (also a site search), lost all my app preferences... had to do a reinstall via Chrome, set back up my app layouts and preferences, relinked my non adobe client fonts and then had a drink. Three hours... You just saved me two hours and forty five minutes of my evening! You, sir, are awesome!
