Edit in Photoshop Doubles Develop Settings

Never seen thsi behavior. I have Raw images that I edit in Lightroom using my normal workflow. At times I will edit in Phtoshop from lightroom. Upon close it saves the edited raw as a tiff. Normally this is fine, but recently it applies the orginal adjustments for basic color mixer and curves on top of the tiff on save. I would expect the settings to be flat. The pictures appears blown out. However doing a reset on the tiff and doing a side by side with the canon CR3 and the colors are constant.  This is strange.
