Exported Images diffrent then in develop mode - not as sharp as in Lr, PS

Hi, when I look at the photo in LR develope mode it's sharp but when I go to library or when I do export image is less sharp, the same thing is in PS .

 

also when I import image for example .jpg or NEF to the LR, in develop mode like it is applied some sharpening but that value is 0,. after that when I make export without any editing I get the same photo that I import. so it seems to me that in develop mod or i PS i see images sharpen but everywere else they are as they were on preview, i even print the image in 15x20 and they are less sharp.    

 

i looked on net and there are few cases as my one but i didnt get any useful info what to do

 

in attachment you can see differenc from PS and imported jpg in lr and exported version without any editing.

For a valid comparison, you must view the image at 100% in Lightroom and Photoshop, as well as in any other application.

At 100% view, one image pixel is represented by one screen pixel, giving you a true representation of the image.

Sharpness, noise, chromatic aberration, moiré and other image detail will only display accurately at 100%.

Any other view will be inaccurate and misleading because the image has been scaled.

Different applications use different algorithms (like sharpening and smoothing) when scaling images.

So comparing two applications at for instance 67% will most likely produce different results.

All applications should display identically at 100%.

 

In the future, please do not attach images, use the Insert Photos button in the toolbar to embed them in your posts.

Thank you for you answer, please look if you can, all images are at 100% zoom, PS, export dialog  and image in windows photo app.

 

it's the same in Lr also
