Hmm, LR Classic is still installing with the Flickr publishing service. Here's a fresh installation for LR 14.3.1:
It's still documented in the Help:
There's been no announcement that it's been removed from LR.
@Karukéra, do these next troubleshooting steps:
1. Do the menu command File > Plug-in Manager.
2. Scroll throught the plugins in the left column. Do you see Flickr?
3. If so, select Flickr. In the right panel, does it show as Enabled or Disabled? If the plugin is disabled, click Enable.

Interesting. The plugin is still there (Mac LRC 14.3) but it doesn't appear to work. I haven't used it in quite some time, but when I tried it didn't say "enable" like your screen capture. It said "authorize". But after trying to authorize several times I gave up. So it is there, but it's no longer working.

A couple hours ago I tried to re-authorize my existing Flickr publish service and it failed, just as you observed.
Just now, I created a new test catalog, set up a new instance of the Flickr publish service, and authorization succeeded. When I went back to my main catalog, the Flickr service was also authorized, and I could again publish photos to it. (I think the authorization tokens are shared among all catalogs.)
So it looks like this may have been a temporary glitch between LR and Flickr. Try these magic spells:
1. In your main catalog, in the left column of Library under Publish Services, right-click the Flickr service and do Edit Settings. If it's currently authorized, then the problem has fixed itself.
2. If not, then open your Web browser, go to flickr.com, click on your avatar in the upper-right corner, and do Log Out.
3. Back in LR, in the Edit Settings for Flickr, click Authorize, log in to Flickr when asked, click "OK, I'll authorize", then in LR, click Done in the pop-up dialog.
4. If your main catalog still isn't authorized, create a new test catalog. In the left column of Library under Publish Services, click Flickr > Set Up. If authorizing this new instance succeeds, go back to your main catalog. Is Flickr now authorized there?

The screenshots didn't make it. If you attached them to your email reply, the forum software silently discards them -- you have to come back to the forum in your web browser and attach them to your reply there.

In the Lightroom Publishing Manager, select Flickr, then click Authorize:
Once you've successfully authorized Flickr, it should appear in the Publish Services panel.

Hmm. I just restest Flickr authorization and it's still working for me.
Another thought: Normally, the Flickr service will show in Publish Services panel even if it's not yet authorized:
But it's not appearing in your Publish Services panel. Perhaps it got accidentally hidden. Click on the Publish Service panel's + button and then click Show under Fllickr:
Then click Set Up to the right of Flickr:

I haven't seen before that particular error in publishing plugins. Google translation:
Only two other suggestions:
1. When I tried to set up the Flickr on a new installation of Windows 11 and LR 14.3.1, LR told me I had to uninstall and reinstall LR. I did that using the Creative Cloud app, and then I was able to successfully set up and authorize Flickr. So try uninstalling/reinstalling.
2. If reinstalling doesn't help, you could use Friedl's Flickr plugin instead of the built-in LR plugin. His plugins are generally more robust and better supported than Adobe's.
