Adobe Photoshop Lightroom Classic CC Release 7.1
Windows 10
For weeks LR has indicated that I have 18 photos that it is syncing. How do I determine what photos it is trying to sync? It stills syncs other photos but it seems to always return to say that there are 18 being synced. I've left the machine on overnight but it makes no difference. When I close LR it does say there are outstanding syncs but I have to continue to close otherwise it will stop me closing down Windows.

If you open Lr Preferences and navigate to the Lightroom Sync panel there should be a section at bottom named 'Activity Sync' The files causing the issue should be listed there. Once identified, you should remove them from whichever collection they're trying to sync from. Hopefully, that clears the sync issue and allows you put the files back into the collection for another try.

Thank you. I have now been able to identify the set of photos that it thinks are pending. The photos are held in one folder but copied for backup purposes onto a couple of other drives. I have deleted the collection but this made no difference. I set up the collection as new and added the photos to the collection. When I display the collection on the web all works. However the pending syncs are still waiting there. Therefore, I would appreciate any further suggestions.

How many images do you already have uploaded, synced, to the LR Web/Mobile system?
You are only allowed 20GBs of cloud storage. Also LR will make Smart previews of those DNG file and then upload the smart previews.
You are better off exporting the DNG images as JPGs before you try to sync them to the web and LR Mobile.
If you close LR the creating of SP's and syncing will stop.

All else failing: In the Sync tab of Preferences press and hold the opt (mac) or alt (win) to produce a log or to reset the sync database. No files will be lost by doing either.

Thank you and the other contributors for the various suggestions.
I have less than 4Gb of data in the cloud.
I tried the resync option. At first I thought that the problem was solved. However when I looked again this morning (after rebooting the PC) the syncing had been paused. When I restarted it the 18 photos to be synced reappeared.
I have resolved the issue. I went to view the images on the web. At first all appeared to be correct with all the albums as expected. I then decided to look at all the photos. I located the group of photos that were taken in September 2017 and found that there were 2 versions of each photo (of this group). I kept the ones associated with the shared album and deleted the others. This resolved the syncing issue.
I presume that I must have put both sets of photos up (at different times), one with no adjustments and the other with adjustments. This was about the time that I first started using the web feature.
Thanks once again for the help. I certainly wouldn't have come across the reset sync facility without such a prompt.
