I have several hundred random photos within my catalog on lightroom. In the past I have just deleted the images from ligthroom that I no longer needed after editing them and exporting them, so i had the exported images but no longer the lightroom information on the edit of the raw image.
Is there a way to save the catalog and clear out the program with a fresh start but still have it access these previously uploaded files should I need to reopen and edit them again in the future?

Not really. That is not how LR works.
You can Display only the images you want by Date or other criteria using the Filter bar or simply use the Previous Import option in the Catalog section of the Library module left hand side panel.
There is NO reason on earth to DELETE/REMOVE your RAW image files from the LR catalog.

You could create a new catalog. Go to File>New Catalog...navigate to wherever you want to save it and give it a name. This will close out the open catalog and open a brand new empty one.
Honestly, I don't know why you would do this though. It sounds like you are misunderstanding the real power of the application.
