I know an account on Instagram uses Lightroom to edit but I want to know what preset they're using without asking them. Is there anyway of actually finding this out from their photos?

No. A preset is just a bunch of slider settings, stored in a text file for quick access, nothing else. That means that even if you can find out what these slider setting were, you can never tell if the sliders were set using a preset or not, and what the name of that preset could have been.
