I'm on a Windows computer and can't duplicate your issue.  Can you post a screen shot of the part where you are creating a new folder?  Is it in the Export dialog?

I tried computer restart, uninstall of Lightroom Classic with restarts, uninstally of Adobe Cloud & Lightroom Classic with restarts and then finally created a new test catalog.  In the new test catalog, I imported one photo and them immediately exported it successfully.  This isolated the issue to the catalog.  Fortunately after every major project, I backup the catalog.  I was able to sucessfully fix the exporting operation once I restored the catalog from a backup.  #backupyourwork.
