I have had this problem on and off for some months. Sometimes, it refuses to import photos from the SD card of my Sony A6000. I also tried copying the files onto HD before importing. I thought I had fixed the issue by switching off "build smart previews", which solved the issue for a while. I have been using LR since the very first version, and the first thing I do is disable graphic card acceleration as this is guaranteed to cause hangs using standard consumer cards like the GTX1060 as well as workstation CAD certified cards. Currently I am using macbook pro 512GB 2017 model, and am importing to the local SSD (100GB free). The files are Sony raw files.
I also have the problem that frequently it re-imports photos it has already imported. So I have lots of duplicates of photoshoots. Looking at the files it has imported into different import dirs, they are identical in name, size and date.
It is incredibly frustrating to not be able to import photos.

You don't use the latest version of Lightroom. It's version 8.2 at the moment.
Please install the actual version and try again.
