I am exporting RAW images as JPGS for my blog on wordpress (Rachellaurenlucy.com) and for some reason when I export them and resize them to be smaller, the quality goes down A TON. I follow the settings everyone says to use but it doesn't work for me. Any advice on what I am doing wrong?

A 500 x 750 image will obviously have less detail than a 2464 x 3696 image because the pixel count is much smaller.
And there will also be some loss of sharpness caused by the resampling process, but you can (and should) use Output sharpening to compensate for the reduced sharpness.
Try Sharpen for screen, Amount: Standard.

How do you recommend exporting for wordpress? Even with the sharpen, the picture is such poor quality so I don't want to upload it. I heard that they're not supposed to be above 250 KB but that seems crazy

The image looks fine on my monitor, even without output sharpening.
Do you have a Retina screen? If so, web browsers will scale images to 200%, so that they aren't tiny (because the pixels are so small), but they will also be a little blurry. But then all images on your blog should look blurry.

Instead of exporting your image to a JPEG and then uploading that to Wordpress, consider purchasing for your Lightrooms Publishing Services the Photo Upload WordPress available from Adobe. Probably more efficient.
You can find additional publishing services at Adobe by clicking on the + symbol at your Lightrooms Publishing Service tab, select Find More Service Online, brings up a web page, do a search (for example wordpress) and download/purchase the service (this ones not expensive and a trial exists, note that a trial will probably have annoying features, but you can test out before spending bucks)
Typically using this method means you do not have to expend hard drive space on creating JPEG's (will, the are small, so no big deal) and the Publish Service may have specifics tailored to the publishers requirements.
Used to do this for facebook, until they got all strange and did not allow it. Works great for Smugmug.

FWIW, I found this: WP Retina 2x | WordPress.org
I don't use Wordpress myself, but use scripting to serve high resolution images to Retina screens.
