Lightroom presets

How do I get my presets to work? I have installed Adobe Photoshop Lightroom and have been using it but the presets appear to not exist.  I click on the down arrow and see them listed yet when I select one there is no effect difference to my photos.  I am new to Lightroom but I have been using Adobe Photoshop Elements previously.  I have Windows 8 and touch screen on my laptop.  I also have Photoshop Elements installed on the laptop.

Where do you see- "no effect difference to my photos."  ?

Is that in Lightroom or with another program/viewer?

In Lightroom with an image selected in the Develop module- Open the "Navigator" panel and scroll the mouse over the presets in the Preset panel- that navigator preview will show the effect of the preset on the photo. Click the Preset to apply it to the photo in the main window.

All Lightroom develop edits are 'Virtual'. Meaning- they only exist in the Lightroom catalog database. You will NOT see them in other programs, unless you EXPORT a copy out of Lightroom. The preset development steps are applied to an image when Exported.

I am working in Lighroom   I call up a photo from Library then go to develop - Navigate and take the mouse over the various presets with no effect change.

and you click on a preset name?  the image does not alter?

What preset are you choosing?  A default 'Lightroom' preset, or one you have created? or one you purchased/downloaded?

Are you talking about Develop presets or Brush Presets?

Can you create a test 'Develop' preset by-

1. In develop set a slider to maximum eg. Exposure -5.00

2. Click the + on the Presets folder header

3. In the Preset dialog- Enter a name, [Check None],  tick the [Exposure] box, [Create]

4. Now try this preset on any image in the develop module- does it work to do the Exposure adjustment you made?

I created a preset as suggested and discovered the step I was not doing.  I was only clicking on the preset categories and I was not opening these up to find the various choices. THANK YOU!
