I checked the (pdf) guide has some new stuff, so maybe the download link will be fixed soon(?)

The link with Lightroom_SDK_4.0.zip at the end works:

It often takes some time (hours) for the download links and web site to

fully align. If its not working for you later today then try again tomorrow

and it will likely be OK.
