I've come across a completely repeatable issue with my install of LR7 classic, not sure whether its a bug or a very annoying change in behaviour.
Unlike the previous CC or LR6 version it appears noise reduction isn't shown at all in the develop module with the image size on FIT or FILL - it only works on 1:1 or higher.
This was the old behaviour of very old versions of LR which were updated to actually render a few years ago but now it seems to not do that again.
I've verified the change in behaviour on an install of LR6 and LR CC 2015 here and both those with the same images and same catalogues happily update the fit or fill image with changes to noise reduction or sharpen.
It's causing me a headache as its really hard to get a general feel for an image (and whether its even worth editing) if its grainy, full of noise and so on without having to go in 1:1 and drag around.
EDIT:- After disabling GPU acceleration in the menu it now renders properly so the problem appears to be with the GPU rendering of noise reduction. Video card is Nvidia GeForce 1060 with latest drivers, windows 10 autumn update.

In reality, any noise reduction or sharpening applied to images at less than 100% is an estimate. Only at 100% is the preview in any way accurate, and it has always been this way.

Its an estimate but its a lot better than a noisy image with no estimate at all. Trying to see what an image looks like overall by having to go to 1:1 and drag around a huge image is far from ideal.
Its also a change in behaviour or a bug as LR6 was fine doing this. I suspect a bug purely because if i disable the graphics accelerator it works without issue.

I've tested on my machine (an iMac) and it's the same with and without GPU. Yes that only means it's working for me.
Can you post what graphics card you have? Also, are the drivers up to date?

Details were in the original post but i'll give them again:
Windows 10 autumn creators edition. GeForce 1060 video card drivers 387.92 (latest). Ive also tried it with 2 previous version drivers from the last 3 months with the same result.
As a comparison ive tried it on LR CC / 6 and it renders fine both with and without gpu acceleration enabled.
So from that this is certainly something that seems to have changed or most likely, a bug. photoshop.com forum has a few other users with the same issue.
