Pictures come across as below when I makes a collection public??

What is the error message that you see when you right click on an exclamation mark? It looks like there is a syncing problem.

If you go into your Catalog panel at the top of the left column in library mode you will see Sync Errors. You may want to delete the images and try again.

Can you upload a screen shot of your collection - the whole screen?

You can also clear the errors in your preferences sync tab.

Normally you get this situation when previews are not loaded yet. How long have they been like that?

Over 24 hours.  Collection looks like this:

What happens when you actually click on one of the unloaded previews? If you get to see the image you clicked onto, then there's just a problem with the previews. And you could try to refresh the browser cache.

Also, in your Lightroom screenshot I see you have 3.113 photos not uploaded yet. Are the ones in this collection among them? If so, then you have to wait for the upload to complete.

You get the exclamation point icon because Lightroom tells the server you are uploading a collection with x-amount of pictures, but the actual images aren't there yet.
