When the Preferences/Interface/Font size=150% the widget is too big for a laptop monitor, and the "OK" button is outside the visible area when the W11 Taskbar is visible. One needs to set the taskbar to "auto hide" in order to see the "OK" and "Restart Lightroom" buttons. That is an obvious bug, which must be fixed.
Windows 11 Pro, Monitor size the very standard 1920x1200, scale is the (recommended) 125%.

I have the exact same display set to 125%. When the Screen is set to 125% and Lightroom is set to 150%, Lightroom behaves as expected when the Preferences Panel goes beyond the display.

Unfortunately, this has always been an issue with LR -- when the font size is set too large, Preferences will be cut off at the bottom. So I doubt Adobe will fix it after 18 years.
In your case, another easy workaround is to hit Enter to invoke OK and Esc to invoke Cancel.

You might be right, but this does not speak well for Adobe's Lighroom team decisions. This is a simple fix (enable scrollbar) and also make the preferences tab more compact, there is a vast empty area on this tab, presumably because the size of the preferences panel does not change regardless the number of elements on each tab.
