I use both Lightroom CC and Bridge CC and attempt to keep images sychronised.
I would like to rename several folders and the images within them.
What is the simplest approach?
Do I use Bridge or Lightroom or both?

If you really mean Lightroom CC, you ought to post this in the Lightroom CC forum or the Bridge forum. This is the Lightroom Classic CC forum.
If you really mean Lightroom Classic CC (do you?) then do all renaming in Lightroom Classic CC, not in Bridge. Or even better, just use Lightroom CLassic CC and stop using Bridge, this makes your life more difficult because you have to guarantee the synchronization. Or, even better and HIGHLY RECOMMENDED, don't rename folder and images, use keywords and other metadata to achieve organization, and leave the folder names and file names unchanged.

As dj_paige mentioned, you should probably stop using Bridge at this stage and do everything in Lightroom (at least anything photos related, I still use Bridge for other files like PDFs).

Personally, I'd use Lightroom to retain the images correctly inside Lightroom. Bridge will see the changes as you go. I do rename files and folders inside Lightroom to have meaningful title information that I can see outside Lightroom.
