Set Rating Doesn't Happen, just "Waiting"

My "set rating" is not working in Lightroom Classic. I am up to date, the catalog has been optimized.  I select some photos in the library, hit "2" to give the selected photos 2 stars. The "Set Rating" bar shows up in the upper left corner of the screen like it is showing me the progress, but it never moves. I click on it and it says "waiting".    Same for setting color...nothing happens.  If I just select 1 image, i can't set the rating either. 

I don't sync my photos to the cloud, everything local.

Please help!

Try resetting the preferences of Lightroom Classic:  How to reset Lightroom Classic preferences (adobe.com)

It's recommended to backup your preferences before you reset the preferences to the default settings:

Does this happen only on rating with stars? Or do you see any other slowness on the library view?

@kirbyg77329873  Check it by your own. If you save the preference settings before resetting as describe in the second link you can restore it in case it isn't successful.

If it's doesn't help we need more informations about your system. Please provide also a copy of your 'System Info'. This can be get from the LrC Help > System Info menu item. There's a copy button in the System Info dialog. Press this button and paste the info into your next forum post.
