I previosly had Ligthroom 5.2 but have not been able to load RAW files for months. I signed up for the $9.99/month Creative Cloud and downloaded Lightroom Classic. After working on a RAW file which started out about 25 MB, I exported it back to its folder in Pictures and it was only 4 MB. I tried running it through Photoshop Elements, and it was still 4 MB. I looked hard at all the checked boxes and even chatted with Adobe but I still don't know why. Anyone experienced this? Thanks for your help.

Exported it in what format? If jpeg, with what compression?

To add to @elie_dinur. There are a number of factors that affect the size of the exported file. Have a look at this Adobe Help article on Exporting. What were your File and Image settings when you exported?
P.S. Resolution only applies when you select a physical dimension such as CM or IN.

There's nothing wrong with a 4MB jpg export from your original 25 MB. JPG is a compression technology, it compresses the image with minimal loss of image quality. Everything sounds fine to me.
