My sync indicator (top right cloud icon) shows status "sync error" - if I go online via "view sync status on web" (which is hidden behind "option" key - why? second why - why do I even have to go online in browser window just to see what images have sync issues or what the problem is?!?!)
there are NO ISSUES in the issues album.
Where do I go from here - restarting Lightroom doesn't help.

I am not a member that uses sync much. So, take this with a grain of salt.
Your screenshot:
If I read your post correctly, you got to this screen, via the Cloud icon, bringing up the Sync preferences tab, and using the ALT key then slicking on a button:
Now, as a person who does not sync, clicking on that does nothing. (or I have a problem).
But, if I bring up on the web (lightroom.adobe.com) I can see:
Does yours look different as well?

its the same page, mine just doesn't have "sync issues" album - I guess it is showing in the folder list only when there are images at fault. So you got yours showing. With me - it just is not there. But if I go via option (alt on Windows) and choose view status on web - I do get the "sync issues" album page open - and it shows zero images - like in my screenshot

Yes, I think so. Today after dumping the images, I no longer have that option.
