Sync issues - I've tried everything (or have I?)

I've recently had to import all my images from the previous 10 years (200,000+ images) to a new catalog, because the old one became impossible to use (that's a whole other story, I'll spare you the details). 

 

In doing so, of course I lost everything I had in the cloud (I had synced over 120,000 previews to the cloud). No big deal because I have the originals on my hard drive, but I still need to have access to them from my mobile devices and on the web, so I need to re-add them to the cloud.

 

I haven't had any success in doing so with my new catalog. I keep getting sync error messages, and now everything seems stuck. It's stuck in an endless loop of trying to sync but nothing's happening. 

 

I tried pausing and unpausing, I've tried deleting all synced data and restarting, I've tried rebuilding sync data... nothing. 

 

I don't know what to do anymore. I'm considering starting a new account with Adobe, and connecting my catalog to this new account... but it's hard to tell if the issue lies on the server side of Adobe, or if it's in Lightroom Classic on my computer.

 

Please help.
