I'm stuck trying to import photos off of my phone. I previously ran into the same issue but was too busy to chase this frustrating block and ignored it until now I've run out of space on my phone and have no choice but to fix it. I'm running Lightroom Classic 2022-v12 on Windows 10.
When I import, the progress bar appears and never moves. When I cancel it, it alerts me that it has already given up and simply chose not to tell me (bad design). The error message, of course, is this:
"The following files were not imported because they could not be read or the destination folder is not writable. (3912)"
To be clear, I've read through about a dozen full threads listing endless fixes for this and tried my best to do as many recommendations as possible without any luck. People seem to repeatedly recommend fixing preferences, but as far as I can tell I've done that.
So far, I've tried all of the following and have not found a way to consistently import.
I've somehow managed to import about thirty out of the thousands of photos I've got backlogged but there was no clear pattern or explanation. I've also imported a full set of images from a different camera with a card reader. These would seem to rule out both PC hardware and drive permissions.
What can I do at this point to get my photos into Lightroom?

Having a similar issue on a Mac (macOS 13.2.1) also running the latest version of LrC. Issue started end of last year. No issue importing from a camera SD card, but no luck importing photos from iPhone 14 Pro into the library. Tried most similar/equivalent workarounds (for Mac) described above.

A separate thread will also mean that I won't get any of the answers they receive to what could be the same problem.
