unable to merge photos to make HDR image, or HDR panorama

I have lightroom classic, try to shoot several brackets of image to make HDR panorama, but unable to merge the photos, even unable to merge one set of brackets to make one HDR image. What's wrong? Thank you for answering.

Which exact number version of Lightroom?

Mac or Windows? Which version?

Which camera? Raw or JPG?

HDR and pano are two very different merges. If it was going to work, it would require you doing one then the other manually. I would try the pano first, then the HDR. All that said, I don't think you will be successful using Lightroom. Maybe Photoshop, but still doubtful.

When you try the HDR merge, what happens or does not happen?

What is the exact wording of any error message you get?

Which exposure mode did you shoot the images for the panorama in? (I presume here that they came from a DSLR camera)

Sometimes dependant on shooting conditions and results, that can make a difference to the extent that the software won't perform the required stitching . . .
