Where would the best place be to have my synced images saved to? If I save them to the local hard drive would that use up too much space and slow down my computer? Is saving it to a SSD drive better? or saving it to the creative cloud best?

To add to this I currently have over 20,000 images synced and I do use both LRC and LR Mobile to edit images.

If you don't have a lot of space on the internal drive, then using some other drive makes sense. There is really no global "best" place for these files; in fact for YOU the best place for them is wherever you would like them to be that doesn't cause you any problems (and if this is also important, fits with your existing folder organizing scheme).
Go to Preferences in Lightroom Classic, then click on the Lightroom sync tab, and then specify where to store the synced images.

Please explain where these images originated. If you sync an image from Lightroom Classic to the cloud, then the original image is already on your local hard drive and the synced image is a smart preview. That means there is noting to store that isn't already stored, so the only question could be where to store your originals.
Images that are synced from the cloud to Lightroom Classic, such as images you took with your phone, will be downloaded by Lightroom Classic. It makes sense to use the same destination for these images as the destination you use for Lightroom Classic originals. That destination can be defined in Preferences - Lightroom Sync as @dj_paige already explained.
BTW: Saving the images in the cloud only is not possible. Lightroom Classic will always download all images that are in the cloud, because it needs images to be local.
