For a couple of releases now, Lightroom Classic is changing the sort order based on the filter and rating I'm using after I already had it set to capture. I'm always having to set it back to capture, I don't need it sorted by the filter when the filter is being used to select the photos I want to act on, when I remove the filter, the sort order should be what it was before.

I don't observe the sort order changing as I change filters, but I may not be doing the same steps as you. Can you provide the precise sequence of steps that shows the undesired behavior? Or better, a screen recording of the entire LR window while you do those steps? We can figure out if this is a bug or something specific to your configuration.

What Exact Filter are you setting?
What OS are you using?
I'm on Win 10 and do not see this behavior.

The two images above show the before and after with the same photo selected in each capture. The before is sorted by Capture time which I always use. The steps were as follows:
- Import
- Edit setting except croping
- Make a pass through to rate the photos (3 stars are what I set after import, then I degrade the ones I don't like).
- I go i nto Develope, Set the filter to display rated 3 or more stars.
- I straighen the photos that need it.
- I go back to Library and select None for Filtering at the top and the after is the result and I have to resort by Capture time. Which can be a problem is I rearrange a few because they were taken close together by two different camera bodies.

Your screen shots show the sort order of Library grid view changing from Capture Time to Custom. A number of people have observed this problem while using the filmstrip:
Adobe hasn't been able to reliably reproduce the problem despite many people complaining about it. It seems there are some possible workarounds:
- If you've got a mouse utility (e.g. Logitech's) installed, uninstall it, or try using a generic $10 mouse (that won't use the utility). Similarly, if you're using a tablet (e.g. a Wacom) try using a generic mouse.
- Immediately after importing photos, select all of them and do the menu command Library > Previews > Build Standard-Sized Previews and wait until the previews build. There's some evidence that trying to use the filmstrip and Develop while previews are building in background can trigger this problem.
Also, please add your constructive opinion to the bug report, and be sure to click Me Too and Follow in the upper-right corner. That will make it a little more likely that Adobe will prioritize a fix, and you'll be notified when the bug's status changes.
