Please post your System Information as Lightroom Classic (LrC) reports it. In LrC click on Help, then System Info, then Copy. Paste that information into a reply. Please present all information from first line down to and including Plug-in Info. Info after Plug-in info can be cut as that is just so much dead space to us non-Techs.

NVIDIA RTX 3070 drover v522.77. That is not up to date. Game Ready driver is v516.59 while Studio is v516.93
May or may not help.
Does it slow down after you have accomplished lots of edits with brushes? Local edits? At 4K that will slow LrC down.

Curiosity, why so far behind the LrC upgrade curve? Still at v9.2 when v11.4 is available. Mind you some learning to do around what has changed. Some of the mods to the program were performance improvements.

Catalog on C drive.
Is that your biggest, fastest hard drive?
Perhaps only hard drive
LrC can take advantage of fast hard drives, for the catalog, and for the Camera RAW, not so much for photo storage.
LrC catalogs need to have at least 25% free space on whatever hard drive they are on, performance goes down after that point. How much room on your drive C?
