Quit Logging out of Lightroom. You don't need an internet connection just to run Lr except for every few months.

That Adobe Creative Cloud Desktop App? The one you sign in to? Unless you are accomplishing a diagnostic (connectivity, authentication, etc) DO NOT SIGN OUT. If you sign out, you deactivate your copies of the CC programs (PS, LR, LRC, BRIDGE) on your computer. Oh they did not go anywhere, they are just deactivated. Signing back in reverts that.
So, if you are going to be away from Internet access, do not sign out, just leave that alone. As long as you are not without connectivity for more than 90 days (60 for monthly subscribers?) the Lightroom Classic will behave.

I did the test by installing cretive cloud again the problem reappears. The procedure I adopted is this, with IObit Uninstaller I uninstalled cretive cloud then I restarted the PC I connected to internet to access lightroom and photoshop regularly so I turned off internet and can work offline without problems. The problem is Adobe Creative Cloud, I think they need to find a solution.
