I used Windows Live Photo Gallery to manage thousands of my older photos. I used Facial Recognition to create people tags.
Can I import these photos into Lightroom Classic CC and keeps the "People Tags"?
If this is possible (I truly hope so), please let me know the steps required to make it happen.

You can't do this directly -- Windows Photo Gallery uses a Microsoft-specific method of storing face regions and names, whereas LR follows the Metadata Working Group spec (which Microsoft helped define!). If you're agile with command-line scripting, you could use ExifTool (and probably other text-processing tools) to convert from one format to another, but that would likely involve many hours before you were done.

Exiftool with the convert_regions.config will allow you to convert MS People Tags into MWG People Regions. I wrote a blog post with instructions:
