Hello! I am fairly new to Lightroom cc and I am having difficulty with my photos being muted on my phone and on the pc they are more vibrant and look like what I edited it to be but as soon as I email them to myself they look like very different ive already tried setting the export to rpg but that didn't not help. What am I doing wrong! Please someone help!

Muted colors are usually caused by using the Adobe RGB or ProPhoto color space when exporting.

Always use sRGB.

Make sure that you are viewing them in a color managed application.

If your're on Windows, there are no native color managed applications, so the Photos app will not display correct colors.

Also, email clients are generally not color managed.
