activation issues

Hi,

Got a new macbook computer on which I need to install Photoshop element for business purposes. I disconnected it from an old Mac computer, uninstall it also from that old MAc and still cannot connect my photoshop on my new Macbook pro. Spent a couple of hours on it without sucess and I am now in a real need for my job. 

Please help.

Program version and computer version (is it an M1 chip) needed for anyone to help

program is Photoshop Element 2020 and yes it is on Macbook pro M1.

Went into my list of computer connected in my acount and none is in the list.

You may need to install the CC app before installing Photoshop Elements:

Thank you. I did and issue remains. Still no computer in the list and still not recognition of my serial number.
