Add On1 Resize as a plug in to Photoshop Elements

I am trying to add On1 Resize as a plugin to Photoshop Elements.  I can choose the On1 application, however when it comes to the On1 Resize plugin file it is greyed out and I can't select it.  On1 says that it works in Elements.  Anyone have any ideas?

Perhaps the installation is flawed. Temporarily shut off your antivirus software and try again.

If that fails.I would contact On1 Resize support for help..
