If you have a Photoelements software installed in English, you have to uninstall it and then re-install it paying attention to the dialog box asking you for the language you prefer (Deutsch). You'll need the install software and your licence code (both should be downloadable from your Adobe account).

Side note:  As far as I know, you don't need absolutely to "sign out = deactivate" your Elements copy from the Help menu before uninstalling, but that can't do any harm.
