What OS and version of Elements are you using?  What exactly is the problem you are having?  Are you getting any error messages?  If so, please post a screenshot.

This is a forum for Adobe Photoshop Elements.  Hugin is an open source program that I have never heard of before.  I'm afraid I can't help you with your problem which appears to have nothing to do with the Adobe program.  Please let us know if something is getting lost in the translation here.
