When I try to backup Organizer, I get an error message "Error encountered while writing file(s)" followed by the backup location path.
It's best to use a different drive.

Where are you trying to save it? E.g. an external drive?
Ensure the folder has the correct permissions – read & write permissions for your computer user account. If you are the sole admin for your computer you could give everyone read & write access.

I am trying to save it to a folder on my hard drive, a folder that I created in my Adobe/Elements 2019 Organizer folder.

If you are trying to back up your active catalog to the catalog folder, the files are probably "in use" and the folder is locked while the backup is taking place. In other words, I don't think this can be done. And what would be the purpose of backing up your catalog to the same drive and folder on your computer?
