Why isn't it possible to contact a human being. Adobe have all this links to HELP but none of them direct you to an e-mail address or a web link. Adobe you have failed completely in providing support for your customers.

if you want to use adobe chat, you have to use a compliant browser as explained previously. you can try your mobile browser because it's likely to be compliant if on a mobile with a current os version.

i'm assuming this is related to an account/payment issue, but if you're issue is related to something else, please indicate what that is.
there are 3 ways to contact adobe; chat, phone and twitter:
chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-com...

properly uninstall pse 10 using the uninstaller.
if you have a problem uninstalling it, use the iobit uninstaller
reinstall pse 10 using compatibility mode (win 7)
p.s. adobe no longer supports pse 10

You have a very old version of PSE and it's lasted you a long time. The current version is 2023. You can purchase it for $99, but scroll to the very bottom of this page and download the 30-day trial first to confirm that it works for you.

There's no point contacting Adobe about this. Elements 10 wasn't written for Windows 11. More importantly, Elements 10 support ended years ago; Adobe will not talk to you about unsupported products. If you post in the Photoshop Elements forum someone may have experience.

As has already been mentioned, you should run the file in Compatibility mode.
If the program is not yet installed, you can do the same with the installation Set-up.exe file.
(And outside the United States, the Adobe Support Chat bot is only available during normal business hours in your region. See this link for Adobe's telephone numbers which also identifies the hours of operation. If you have been installing and uninstalling the program several times on different computers without properly signing in and out of the program with your Adobe account ID, you may run into an activation problem. If this happens, Adobe support will still reset the activation on an old version of the program.)
