Why can't I drag & drop 1 image into another and then be able to move it with the mouse? It forces me use the arrow buttons on the keyboard...and that can take forever!!!
In Editor, go to the expert tab.

Don't think you are dragging 'objects'. You are dragging (managing) layers.
You don't need the arrows.
Once your layer is highlighted in the layer palette, use the move tool (shortcut V). It's in the select section of the tools palette.
Then you can move, resize, rotate the layer as you wish.
When you drag an image from the photo bin to the already opened canvas, you have to select the size, position, rotation of your layer on your canvas. You can drag as you want.

Why can't I just add the 2nd photo to my original by selecting it and adding it as a 2nd layer. Then I should be able to select it and move it with the mouse to the position I want. I have always done this for years......and now all of sudden it will not let me position it (2nd image) where I want it located. AND I NEED TO ADD, sometimes it lets me do this.....then trying to do that again with the same original image it will not let me drag/drop a new image into the original and move it around. Why lately is it not allowing me to "drop & drag? I end up having to close photoshop down and then re-opening it and start the process again.
And granted, Adobe Tech personnel are not on a time frame like we are to produce our images and get them printed and delivered. So for real-time solutions; do I need to close the program down each time and re-open to add the next image to my original??? Photoshop & Elements has become a pain in the ass!!!!! JN

MichelBParis's post above states very clearly that this is a viable option in your work-flow.
Make sure that you are working on the correct layer, and that there is sufficient space to accommodate both pictures. Activate the move tool and position with the mouse.
If the canvas is too small, you can enlarge it via Image>Resize>Canvas size.

I guess none of you realize what I am attempting to do. What I was able to do in the past is not working. I am not a "first-time" user of this software. I've been in the photo business for over 40 years and have used photoshop all of that time. There has got to be a problem with Adobe software for MAC. It basically all started when I purchased Adobe Cloud and Adobe said I needed to upgrade my MAC's operating system.
So now Adobe is not working properly all of the time and mainly the "Drop & Drag" feature. So Adobe, how do I fix your problem???

You are not speaking to Adobe here. It's a user to user forum.
I believe it would have helped if:
1 - you had stated first:

2 - And if you had described more in detail what was happening to you.
Sorry, I am not a Mac user and I have never seen a similar complaint in this forum.
