I stated the install from a disk and the program froze near the end of the install,
I have tried to run the install again but get this message.
can anyone help to resolve this issue.

Have you done everything as stated in the error message Like restart the machine, exit all startup APPS etc etc?
What is your operating system?
My suggestion is to restart the machine and disable the Internet by unplugging the cord from the machine or from the router if you are using a WIFI.
Also, Restart means restart. It is the same as switching off the machine and switching it on again. In Windows, there is a separate item called Restart from the Power button. you need to use that option.
