Floating documents size too small on second monitor in Photoshop Elements 18

I have enabled floating documents but when opening a file they are very small and appear on a second monitor, not within PS window. Is there a setting to fix this and make the default size larger?

Thanks, but that post was no help. The program has worked in the past with dual monitors so that isn't the issue. 

I am wondering if there is a way to set the default size of the floating window?
