Where is the problem?
If the paper is 4x6" and the image size is 4x6", then it should print without a border
Be aware that not all printers can print border-less.

As Hatstead suggests, it depends on the printer. With my Epson, using 4x6 paper does not result in a borderless print automatically. I have to set that in the print settings.

Further to above, some older printer models could not print without border because the rollers required a clear area to engage the paper.
Waiting to hear from op as to the work flow, cropping, etc.

Yes, on mine as well. But you initiated this thread indicating that you are having a problem. We are trying to help you.
Is this a recent development?
Is the print driver up to date?
Have you checked the printer settings?
Any error messages?
Does the "picture" cover the canvas completely?

I am not sure what you mean by the canvas it shows on the computer like it is printing smaller than the 4x6. 3 3/4 by 5 1/4

They ARE BOTH SET AT 4X6 It is an HP printer which has printed 4X6 borderless from photo elements 15 with no problem. The prints are coming out 4 3/4 by 5 1/4 with borders. There appears to be no phone contact listen or email for adobe. Poor support.

Hi,
If you are working on Windows, then you need to click on Change Settings -> Advanced Settings -> Printing Shortcut. From there, you can change borderless settings option. Please refer the screnshot.
On MAC - you can select the borderless option from "Select Paper Size" itself.
Please attach a screenshot of the print dialog, if you are not getting these options.
Thanks,
Rupali
