Do I have 2021.2 installed? How do I install if not the latest version? Update is greyed out.

Yes, the latest 2021.2 update was an Elements Editor-only update. In the past, there's usually only been one product update for the current version of Elements, but the 2021.1 update in January introduced a few gremlins in the Editor which the March 2021.2 update fixed.
Both Elements Editor and the Organizer are still at version 19.0, but now have different build numbers:
Organizer: 20210126.m.155261
Editor: 20210304.m.156367

I think I found the correct answer. I was checking the version number of the PSE 2021 Organizer and it shows Version 19.0 but when I checked the Version Number of PSE 2021 Editor, it shows the version for PSE 2021.2 so it was the Editor that was updated & not the Organizer.

The version number (19.0) refers to the traditional software development version numbering sequence that was also used for the product name up to Adobe Photoshop Elements 15. Since 2017, Adobe have used the next calendar year (at launch) in the title for marketing purposes, whilst retaining the version numbering sequence internally. So version 16.0 became Adobe Photoshop Elements 2018, version 17.0 became 2019... and now we're on version 19.0, commonly-known as 2021 🙂
This is the same sort of system that Adobe's Creative Cloud applications now use as well; for example, Adobe Photoshop 2021 is actually version 22.3.1 under the hood, and Adobe Illustrator 2021 is 25.2.2 (because it's unbelievably just turned 34 years old now - only Adobe's FrameMaker application beats it for age at 35 years).
As long as you have set your Preferences > Application Updates to your liking, and the Help > Updates... menu choice is greyed-out, you can be pretty certain you are running the most-up-to-date version of your Elements product.
