How do you stop the tool bar from opening every time click on anything in Photo Shop elements.

I find the fact that every time I click on anything in Photoshop Elements very annoying.

I want it to open only when I click on Tools below the workspace, I don't want to have to keep closing it every time I do anything.  When I want to open the tools, I'll click on 

Tools.

I've tried to find an answer online, but I can only find an answer about how you stop it from opening with PDF files.

Can you describe in more detail exactly what you do, and what happens when you do it?

With the Tool Options open go to the right hand side, click the 3 little dots and uncheck Auto Show Tool Options.

Does that make any difference?

Yes that was it, I can't believe I didn't find that my self.  But I tried many web searches and didn't come up with it.
