How do you stop the tool bar from opening every time click on anything in Photo Shop elements.

I find the fact that every time I click on anything in Photoshop Elements very annoying.

I want it to open only when I click on Tools below the workspace, I don't want to have to keep closing it every time I do anything.  When I want to open the tools, I'll click on 

Tools.

I've tried to find an answer online, but I can only find an answer about how you stop it from opening with PDF files.

With the Tool Options open go to the right hand side, click the 3 little dots and uncheck Auto Show Tool Options.

Does that make any difference?
