Hi,
I just reinstalled Elements 2023 on a newly rebuilt Windows 11 Pro PC and none of the shortcuts (e.g. Ctrl+C) do anything. It was freshly downloaded from the Adobe website.
I tried uninstalling and reinstalling again.
There is no key-capture software running - it is newly rebuilt with very little other software yet.
I tried updating Elements, restarting Windows, resetting preferences, running it as Administrator, but no luck.
Any suggestions?
Thanks

Go here and see the 2 top pdf files. Theyhttps://www.glenncuneo.com/
DO THIS FIRST: Reset all your preferences upon next start up.
really no reason for the keyboard shortcuts not to work.
One thing does come to mind: I have a logi keyboard that cost $110. It would nork correctly untill I had the software for it installed.

Thanks, but no luck with resetting preferences.
I am using an IQuinix F96 keyboard, which used to work fine with Photoshop Elts until the PC needed to be rebuilt.
It works fine with every other programme in both Bluetooth and USB modes.
Out of curiosity, I tried an old Logitech USB keyboard - same problem.
Windows 11 seems to have the right drivers and the IQuiinix software is just for controlling the lights.

This would appear to be a keyboard issue. Make sure your Scroll lock or some other keyboard preference isn't turned on.

Thanks, but it doesn't have a scroll lock

Your keyboard can be turned into a windows or mac keyboard.
Give this a try:
Users can toggle between the two by holding down the Function key (Fn) and the "A" key for 5 seconds to activate the Mac layout, or holding Fn and "I" for 5 seconds for the Windows layout

Interesting, I didn't know that.
It didn't help us here, but might be useful to know someday.

My logi keyboard can do that- I've never done it.

Is this a problem with different files?
Are the Edit menu selections available or greyed out when you try to use the shortcut?

I have not yet found a file that behaves differently (i.e. shortcuts don't work with any of them) including different file formats.
The menus are all enabled and they are how I use Photoshop Elements these days.
Incidentally, shortcuts work normally in Premiere Elements on the same computer, with the same keyboard etc.
So do Windows shortcuts in Photoshop like Ctrl+F4, although Ctrl+W doesn't.

Are there shortcuts in the menus (as in the above screenshot)?

Yes Andrei,
the menus show the shortcut texts and they are in dark font when relevant, even though they don't do anything.
