I have inserted an arrow into a picture, but cannot figure out how to rotate it to point in the direction I want, any help much appreciated.

Select the move tool and click on the shape in the main window. A bounding box will appear. Hover your mouse over one corner until you see the double headed arrows appear. You can then twist in any direction. Click the green checkmark to commit. Click the hand tool to shut down the move tool. Then save.

If you activate the Free Transform tool, you can enter the angle of rotation in the tool options bar. This is useful for tiny values of rotation which might be difficult to do with the Move tool. You can enter values in whole numbers or tenths of a degree. Positive values rotate clockwise, negative values counterclockwise. Free Transform also gives you the bounding boxes as with the Move tool.
