In PS Elements 21 cannot print due to Program error.

Trying to print a photo in PS Elements 21.  I get an error message that it cannot print due to a program error.  Is it a PS program error or a printer error??

1. go Edit> Prefences>General and reset on next launch

2. If that does not fix it, pehaps you can try nother printer to see if that works
