I have PSE 2021 on my old computer but when I accessed my products, previous PSE's are listed but not the upgrade to 2021 from PSE 2013. I have tried to find help in the Support - only a chatbot - no help at all. Unable to actually find any help from a real person or google. I do not want to purchase something that I already own but cannot find any way to do that and Adobe does not provide a contact

If you have the serial number, you can register it:
https://account.adobe.com/products
if a download is available, it should then appear on your products page.

I hooked up my old computer and looked everywhere on the photoshop program and cannot find a serial number anywhere. There is a number that show up upon opening (19.0 (20210811.m.158081) x64 but that is not the serial number. Os it possible that it is not showing because I paid for an upgrade online to my PSE 2013. I should still be able to transfer the program to my new computer. I even tried downloading PSE13 listed in my products from the Adobe website. Hirst I received a screen requesting the serial number which I don't have and then a notice saying "your Adobe subscription is being cancelled". I have attached screenshots. I have paid for PSE 3 times. I should not have to pay for it yet, again.
