Is there a way to uninstall the latest update (the one from a few weeks ago)

I haven't had any problems with PSE 2019 since I installed it up until the recent update. Since I updated PSE 2019 a few weeks ago, the tools are not working right.  Centering stopped working today and I have had problems with the eraser tool stopping in the middle of a project as well as the paintbrush tool stopping.  Also have problems with the bottom of the screen flashing randomly.  If I sign out and sign back it the flashing stops.

Since I am having so many problems, I was wondering if there is a way to go back to the original PSE 2019 without the update?

I checked the uninstall control panel in Windows 10, but dont see a option to uninstall just the update.

Any help would be greatly appreciated.

Hi Dee, I'm also running 2019 on a Windows 10 machine with all updates, same as you, but with no problems or slow downs whatsoever.  I suspect your troubles aren't related to the PSE update or it would have affected me too.  I'm not trying to sound like a smarty pants but give this a spin and see how things go with PSE afterward.
