Making Swirly Bokeh

I have read that PS CC has a swirly bokeh feature, but Elements does not. Anyone know how to make this Bokeh?

Where have you read this information?  I'm really not sure what a swirly bokeh feature is.  So I Googled it and came up with this video tutorial.  If this is what you are referring to, then Elements has everything you need to create it.  Here is an example, I created in less than a minute.

Do you mean Radial Blur or Motion Blur reminiscent of the vintage lenses such as Helios?
